Navigating the DMV

My oldest child is Tom, 17 years old next month, and he wants a drivers license. In Texas there's a process where the parent can teach the teen to drive and in April we completed the paperwork and sent in the money order but we never got the matierals so today we went to the DMV. They told us that they had a computer virus and did not know who was impacted but probably us since we did not get our packet, now we have to follow up with the Austin office. Ok by me, I am in no rush to put another teen driver on the road but Tom is disappointed by the delay.
